
In the design process, stakeholders must be considered as an important part. Stakeholders have a crucial role in influencing the design and solving the problem of landfill odor, or the source problem, waste management. The main problem with waste management in Ho Chi Minh city is the lack of awareness of people and lack of political determination of the government. Therefore, the main stakeholders here is the government and the citizens. In Vietnam, politics is seen to be a sensitive topic. However, the role of the government is the most biggest and important influence in a social design as they are the ones who decide the laws, policies and regulations in one country. A social design needs to be confirmed by the government in order to be put into manufacture and the market. On the other hand, the people have a much more impact on the design as they are the one who know the problem directly. A public design, working or not, depends on the approval of the people who involves in the issue directly. In conclusion, both government and the people have a role on their own, yet have great impact on the public design.
